Something to think about if your running wireless is that someone is using your internet over theirs or someone is picking it up and just utilizing some of (or most of) your bandwidth. This ends up being a serious issue because they can grab your identity as well as a number of other things if you have an open network.
If you do not have an open network, consider closing it .... fast.
If your network is already closed, then consider resetting the router, the keys, and the passwords.
Also, check the cache and cookies on your internet browser, this tends to bog down peoples speeds quite quickly after a long period of time.
Lastly, there may be some difficulties in your area in terms of actual connection and availability to the internet, and thus give it some time to clear up. And if the problem persists consider calling your provider and having them come out and look at your connection and hardware. (This is generically free if you do it the right way).

Lol, my mom made me take off the password so my neighbors could use it but they barely know how to use their laptop. My other neighbor as their own internet so its ok. Is there away to check who is using my connection.

Make sure there is no electrical device near the router, or between your router and your laptop (microwaves, magnets, TV remotes, xbox controllers). All these things, and more, can interfere with the 'waves' emitting from your router and causing the connection to suffer.

Your bootfile got changed. A.K.A Tier. They changed your limitations.
Either...............
A) They realized you were paying for the wrong package and downgraded you
or
B) They changed your package without your knowledge.
Since I hear nothing about lag or wavering speeds, I am gonna go with it is your Tier.

Yes, just look at attached devices.
Anyways, maybe they are capping/throttling you.

FiOS is the best internet connection, hands down.
