you're forgetting the terrorists. conspirators have seemed to forget that captured terrorists have confessed to knowing and planning the 9/11 attacks. they would have had to be in on it too to help this conspiracy gain life.
i guess it was all discussed and planned out in the secret meetings the bush administration held with the terrorists, and the men in black suits. :/
