They are... the way that you obtain images for your avatar consists of you downloading picture packages and etc. Just bonus crap.
Best thing to do is to go on the actual
www.xbox.com website and try selecting them from there... not much else you can do but sit and wait for a couple of them to hit free and then snag them. They are always changing, its like an ongoing sale and you just have to keep your eyes peeled.
